Business should work against corruption in all its forms, including extortion and bribery.
INTERNAL DRIVE

C S Garment, Inc. believes that employees cannot be as productive as can be if they are not assured of the well being of their families. The company’s benefit package is deliberately designed to include as well dependents or members of their families.

The company believe that giving Team members and their families better benefits will help them avoid corrupt practices. Productivity- based incentives and bonuses enhances more the employees efficiency level. It is chain reaction, in return, company offers more attractive benefits and compensation. Team members enjoyed the benefits based on performance and length of service. New salary increase was effected based on the new wage order.

The company’s compliance with the mandatory government contributions is evident in the benefits being enjoyed by the majority of the employees. Their application for housing loans, salary loans and calamity loan medical services and others are easily and promptly approved for release.

Cash advances to employees are also provided by the company in case of emergency. This prevents bad thoughts on how to produce money in times of financial stains.

In addition to this, the Labor-Management Council has its own Loan Program. The committee fund is available to all qualified employees. Teammembers can avail cash loans payable on installment basis to the officers of the LMC.

TRANSPARENT PRODUCTION SYSTEM

Products being processed in the production line are bar-coded. In every bundle an operator handles, it not only allows him to monitor the actual quantity of shirt parts/ shirts he finishes every minute or every hour or every day but also the Incentives he deserves for his high performing work. These incentives are given on top of the minimum wage.

Transparent Production ( TRANSPRO ) is one of the mechanism to improve ones production efficiency to reduce product cost. Investment in this computerized program prevent corruption when it comes to payroll preparations because everything is scanned ( in and out, actual time worked per bundle, efficiency etc…. )

CSGI believes in fair treatment and better than average pay and benefits.

Time analysis of each operator in the production line is open for viewing and printing. This analysis will give an accurate data to employees in the quantity she has produced for the day equivalent the incentives they deserved. Thru this barcode system, employees are aware that every scanned bundle will be the basis for the incentives on top of the salaries and wages.

Each employee are asked to acknowledge/ sign in the pay slip with the corresponding breakdown of payments. They are open and free to ask questions should they have discrepancies found.

Detailed computation of the basic salary, overtime pay if any, holiday pay, premium pay, production incentives and the mandated government deductions are indicated in the payroll slip. Presentation of company I.D.’s and counting of the money in front of the Payroll Clerk and HR staff before an employee leaves the area is also a move against anti-corruption. It avoids unauthorized deduction and payroll padding.

Thru the Transpro System, employees are assured that computation of their salaries and wages are correct.

WORKING TOWARDS REACHING GLOBAL STANDARDS

CSGI complies with the standards set by the buyers through their factory audits. We aim to incorporate a set of universally accepted principles of human rights, labor and environment in our corporate practices.

New and interested buyers are sending certified and independent auditors to conduct audit in the company to verify its compliance to all applicable laws and other social and international standards before they place an order.

Company documents and pertinent records are laid open to any social audit. Auditor conducts personal interviews to our employees without the presence of any member of management so that every questions raised can be answered unguarded.

Top management showed its commitment by regularly attending roundtable discussion and meetings regarding social accountability.

OPEN DOOR POLICY

Open door policy enunciated that anyone could go direct even to the CEO to lodge complaints. Regular dialogue were held by the top management to maintain upward and downward communications and solve irritants in employee relation.

WORKLIFE BALANCE PROGRAM

Work life balance are available for the employees with the presence of Family Welfare Program, year-round company activities, employee socials and anti-drug abuse policy. Success of this program can be seen in the company’s efficiency average rate of 85%( with less manpower) compared to year 2004’s 80%. Manpower turn- over is less compared to the previous years.

Aside from the company’s long time program in Dual Training Syatem offered to out-of-school youths, the company is also looking for an alternative income-generating activities for the parents of identified child laborers or adult relatives in collaboration with DSWD in the municipality where we are located.

C S Garment, Inc. adoption of Corporate Social Responsibility ( CSR ) principles into the company program has resulted in tangible benefits for all its stakeholders.

COMPUTATION OF WAGES, PREMIUM PAY AND OTHER BENEFITS POSTED AT THE BULLETIN BOARD

Computation of wages, security of tenure, service leaves, production incentive pay and company benefits given on top of the minimum wage are only few of those posted in the bulletin board for employees perusal. Employees have a clear view of what is in store for them in present time and in future. In the 16 years of the company existence, there were not a single complaint when it comes to payroll computation.

INTEGRITY AS COMPANY VALUES (Being honest in words and action)

The GROUP VALUES which stated the meaning of INTEGRITY is strategically placed in an area visible to all.

We have no detailed statement of the Anti-corruption policy, but in the company orientation, it is clearly disseminated that no employee is allowed to deal with any corrupt practices specially in the areas of procurement, payroll, contracting, forwarding etc.

Anti-corruption effort is implemented in all levels of organization. During orientation of the new employees, they are informed about prevention of corrupt practices in all sort.

Annually, an external auditing firm conducts document check on various reports and different documentations involving monetary transactions. The procedure in the disbursement and liquidation of expenses are very strict. Everything has to be receipted and justified. Bribery and/or extortions has not been a practice of C S Garment, Inc., we operate only in legal manner.

There are some challenges in the process wherein it is difficult to distinguish lavish gift practices to bribes especially when there is an occasion. Rules are still the same, gifts received by company officials are still subjected to be raffled out to employees during company parties and anniversaries.
